Yes, the bag has a hook-and-loop tool strap and a separate hook-and-loop strap for an extra rod or landing net. These provide attachment points for carrying those items alongside the tackle stored in the bag.
The supplier specifies water-resistant materials, including coated 600D Black Polyester, but does not claim that the entire bag is waterproof. Treat this as material-level water resistance, not a guarantee that the contents will stay dry in every situation.

The Westin W2 Street Bag is a compact fishing bag for street fishing and mobile freshwater lure fishing for perch, pike and zander. It keeps essential tackle organised with an included Westin Tackle Box for small to medium-sized lures. The M version comes in Forest Night and has a net weight of 764 g.
One Westin Tackle Box B02-706-027 is included, measuring 27.5 x 18.5 x 4.5 cm. It provides storage for your smaller and medium-sized lures while keeping them together for transport between spots. A hook-and-loop tool strap holds tools, and a separate hook-and-loop strap carries an extra rod or landing net.
Wear the bag as a small backpack or as a sling bag over one shoulder to suit how you carry your tackle. The straps are removable, and a carry handle gives you another way to lift and move the bag. A padded back provides comfort while carrying it.
The main materials are Diamond Woven Polyester and coated 600D Black Polyester, with a stated composition of 100% polyester. The durable, water-resistant materials help protect your tackle during use by the water. The supplied protection claim concerns the materials and does not establish that the whole bag is waterproof.
