Yes. The rigid tabletop has an integrated phone or tablet stand, and the two zipper sliders allow charging cables to pass into or out of the bag. This supports device use at the bank while keeping cable access available without opening the whole closure.
Only the base is explicitly described as waterproof. The bag also has coated Bank-Tek camouflage fabric, but full waterproofing is not stated. The base protects the underside from wet ground, and you should not rely on the whole bag being watertight.

The Sonik Bank-Tek Gadget Table Pack is an electronics accessory bag for carp fishing that combines padded storage with a rigid tabletop. An integrated phone or tablet stand supports your device while you use it at the bank. The bag measures 31x25x16cm.
The fully padded interior has removable padded dividers, allowing you to adjust the layout to your electronic equipment. An internal tablet pocket keeps the tablet separate, while internal mesh pockets organise cables so they are easy to find. The overall dimensions do not specify the tablet pocket's usable size.
Two zipper sliders let charging cables pass into or out of the bag, so a cable can remain connected without opening the whole closure. The heavy-duty 10 mm double zippers provide access to the stored equipment.
The hard-wearing, coated Bank-Tek camouflage fabric is paired with a waterproof base to protect the underside from wet ground. The waterproof claim applies to the base, not the entire bag. The main outer fabric and lining are 100% polyester, and the padding/filling is 100% polyethylene.
