Yes, the double side rod holder accommodates two rods. A coiled tool holder and a hook-and-loop pliers holder keep tools accessible while fishing. No maximum compatible rod length is specified, so the holders should not be treated as a fully enclosing rod case.
It has a pull-out rain cover and waterproof abrasion feet underneath the bag. The cover can be deployed when it rains, while the feet protect the bottom contact points. The supplier does not specify that the entire rucksack is waterproof.
The 3D-padded shoulder straps cushion carrying and include a quick-access sunglasses holder. Hard external sunglasses storage protects the glasses when stowed, and the EVA top handle lets you lift the rucksack without putting it on.

An EVA top handle gives you a grip for lifting the rucksack when it is not on your back. A pull-out rain cover provides cover in wet weather, and waterproof abrasion feet protect the contact points underneath the bag. These features do not establish a whole-bag waterproof rating. The Fox Rage Camo design is paired with hard-wearing camo zippers.
