Yes. Padded camo polyester grab handles and a removable padded camo shoulder strap provide both options. Remove the strap when you only need the handles.
Full waterproofing is not stated. The supplier specifies hardwearing, water-resistant treated 500D polyester fabric, so the supported protection is resistance to water exposure rather than a waterproof seal.

This rod jacket carries two made-up rods with big pit reels and is intended for transporting spod and marker rods. Side pockets keep distance sticks and bait-delivery accessories alongside the rods, so the equipment for baiting and marking distances can travel together.
A side pocket accommodates marker or wrapping sticks, and a Marker Stick Measuring Strap is included for measuring the spacing between them. A separate large side pocket holds Impact Spods and Spombs™, keeping these bait-delivery accessories with your rod setup.
Padded camo polyester grab handles provide a cushioned handhold. The removable, padded camo shoulder strap offers an alternative way to carry the jacket and can be taken off when it is not needed. Heavy-duty zips secure the jacket.
The hardwearing, water-resistant treated 500D polyester fabric helps resist wear and water exposure during transport. Water resistance is the stated protection, not full waterproofing. The outer fabric and lining are each 100% polyester, with 100% polyethylene filling.
