Yes. The supplier describes using them as dropper flies on a side branch above a sea-trout spoon. Tie the leader to the single hook's eye to present the fly alongside the main lure.
They suit feeding phases when sea trout favour small baitfish. The supplier notes that these occur at certain times of year and under some fishing conditions, so choose this presentation to match that prey preference rather than expecting it to suit every situation.
The pack contains four flies, each tied on a strong, very sharp eyed single hook. You do not need to tie the fly pattern onto a hook yourself, but you still need to attach it to your leader.

This Balzer set contains four dropper flies for spinning for sea trout. Each fly is tied on a strong, very sharp single hook with an eye for attaching the leader, allowing it to be presented on a side branch above a sea-trout spoon.
At certain times of year and under some fishing conditions, sea trout favour small baitfish. These flies offer a matching prey presentation for those feeding phases, rather than a lure choice for every situation.
Tie the leader to the hook eye. A supported setup is to fish the fly as a dropper on a side branch above the spoon, presenting the fly alongside the main lure when spinning.
The pack contains four sea-trout flies, each already tied on its single hook.
