Yes. The supplier specifies mackerel fishing from boats and piers, both near the coast and offshore. You can choose either fishing position for targeting mackerel, rather than needing an offshore boat trip.
It has five size 1/0 hooks on a 115 cm rig with 0.60 mm line. Feathers on the hooks imitate small baitfish, while beads add a visual attractor, so this is a feathered mackerel presentation rather than a bare-hook rig.

The Balzer Helgoland Makrelen System is a mackerel paternoster for fishing from boats or piers, both close to the coast and offshore. Its five size 1/0 hooks carry feathers, with beads providing another visual attractor. The moving feathers imitate small baitfish to attract feeding mackerel.
The feathers move in the water and provide a visible stimulus in varying light and current conditions. This presentation is intended for targeting active mackerel shoals.
The rig measures 115 cm and uses 0.60 mm line. The supplier describes this line diameter as providing a sturdy basis for fishing in strong currents. All five hooks are size 1/0.
