It is used to thread bait onto the hair of a carp rig. The eye at the tip makes this transfer easier, so it is for preparing the hookbait on the rig, not for delivering loose feed.
The supplier describes it as a boilie needle suitable for various baits. It can therefore be used to prepare boilies and other hair-rig baits, but no compatible bait sizes are specified.

The Fox Edges Micro Gated Needle is a baiting needle for carp rigs. Its eye at the tip makes it easy to thread bait onto the hair when preparing a baited rig.
The needle is intended for various baits, including boilies, and transfers the bait onto the hair of the rig. This makes it a tool for preparing hair-rig hookbaits rather than a bait-delivery device.
This model is supplied in yellow.
